FaceTime, Apple’s “revolutionary” video calling feature introduced in iOS 4, has previously only been available over Wi-Fi, a feature many do not welcome, and a feature influenced by bloated carriers.

9to5Mac reports that iOS 5’s first beta makes FaceTime available over 3G but it has to be enabled by carriers (most likely, AT&T will not jump on this Apple bandwagon).

FaceTime over 3G had been available for some time via jailbreak tweaks, but native implementations are [usually] better.
